Number of foreign nationals applying for New Mexico driver’s licenses declining

TRD has strengthened requirements for licenses — licenses are granted by appointment only and successful applicants are granted a 45-day provisional license as TRD investigators check the application for signs of fraud. It appears these regulations have at least scared away some people seeking to get an out-of-state license. Or the process is just too cumbersome.
