The Congressional Budget Office said yesterday that a carbon tax is the most economically effective way to battle climate change, reports Environment & Energy Daily. A CBO studyrequested by Senate Energy and Natural Resources Chairman Jeff Bingaman (D-N.M.) found that a carbon tax would be more efficient than market-based, cap-and-trade systems.
This is bad news to many members of Congress who have been fending off such a measure, which will make them unpopular with major industry players.
