That makes Whitehouse the fifth member of Congress to ask for the memo — after Reps. John Conyers (D-Mich.), Jerrold Nadler (D-N.Y.), William Delahunt (D-Mich.) and Howard Berman (D-Calif.)— and the first senator to do so.
