Sen. Roger Wicker (R-Miss.) wants to know if the Taliban would be able to participate in a national political convention, known as a loya jirga, that President Hamid Karzai might call.
That jirga “would be to gain a consensus among the people,” especially about the continued presence of U.S. and NATO forces, Amb. Eikenberry said. “With regard to Taliban participation, senator, I don’t know.” His opinion? “That’s very much a political question for the Afghan government,” Eikenberry said. “Anyone joining Afghan society” would “have to renounce their ties to international terrorism, renounce violence” and accept the constitution, according to rules set by President Karzai. The administration supports those positions, Eikenberry said.
