Or, put another way, not entirely out of territory Iraq claims, and so the two nations will pursue negotiations delineating where their border ought to be. That’s a question fraught with danger. Longstanding border disputes, coupled with internal political shakiness in either of those countries, has a history of igniting bloody disasters.
