On the one hand, checking visas alonewon’t necessarily keep a dangerous person out of the country. There wasn’t a single problem with Umar Farouk Abdulmutallab’s visa before he boarded Northwest Airlines Flight 253. But that misses the forest for the trees: It doesn’t make sense to have a requirement that no one enter the U.S. without a valid visa if no one checks that visa before arrival in the country.
