Sens. John Kerry (D-Mass.), Lindsey Graham (R-S.C.), and Joe Lieberman (I-Conn.) are preparing to drop their climate change billin the Senate this month, offering the president perhaps his best hope of enacting climate change legislation under his leadership. While the bill’s success is most directly dependent upon action and support from the Senate as a whole, there are many individuals both inside and outside the halls of Congress who will shape the legislation or its success.
