With Congress back in session after the July 4 holiday, the legislative schedule in the Senate is extremely cramped. There’s the financial regulatory reform bill. There’s the unemployment insurance extension. There’s Medicaid funding. There’s funding to help states prevent the layoff of thousands of teachers and firefighters. There’s the overstuffed bill containing supplementary funds for the Afghanistan and Iraq wars, with a budget enforcement resolution attached. There’s Elena Kagan and dozens of other pending nominees. There’s the small-business bill. There’s more.
And there is not enough floor time to get it all done — with just 20 working days before the August recess and numerous deficit-increasing measures facing Republican opposition and in some cases promised obstruction. That means not just that the Senate might continue to drop various proposals. Senate staffers are starting to say that it looks likely the chamber will cancel some of or push back its break.
