The conventional wisdom says that if a climate bill fails to pass before the August recess, there’s little chance that it could pass this year, as lawmakers will spend much of the fall campaigning for the mid-term elections.
But electric industry executives, senators and White House officials continue to meet behind the scenes to work out a compromise on a utility-only cap on greenhouse gas emissions. While these meetings could be a last-ditch attempt to pass a bill with a cap on carbon emissions before the August recess, all signs suggest such an effort is an uphill battle. Now, some are considering whether a bill could pass this fall.
