Senate Majority Leader Harry Reid (D-Nev.) is expected to release today more details of the energy bill he will bring to the floor before the August recess. But don’t expect the bill to include a renewable energy standard, a provision that has become a key second-best for environmentalists still reeling from the defeat of cap-and-trade.
But that won’t stop environmentalists and renewable energy advocates, who will again callfor inclusion of an RES in the proposal today.
The question going forward is this: How will Reid structure floor debate on his energy bill? As I’ve reported(and as Politico and others have noted), it is likely that Reid will severely limit amendments to the bill because of time constraints and in order to avoid a deluge of Republican message amendments that could slow down bill passage. If Reid doesn’t include an RES in his bill, limiting amendments would also have the effect of restricting senators’ ability to attach the proposal to the bill on the floor.
